The EU directive on industrial emssions requires from authorities to reject applications for permits in the event installation (within the scope of the directive) do not operate in accordance with best available techniques (BAT).
BAT are described in reference documents (Brefs) and conclusions are summarised in BAT conclusion document. BAT conclusions are mandatory in permits. Within 4 years after such conclusions are drawn up or amended, permits have to be reviewed. BAT discussions can be complicated and adaption may involve considerable amounts of time and budget.
